ANNUAL MEASURABLE ACHIEVEMENT OBJECTIVES
(AMAOS)

The Bristol Public School District is a local education agency that receives funds under Title III from the State Department of Education, and must meet three targets relative to the AMAOs:

  • AMAO 1: Yearly progress in learning English
  • AMAO 2: Attainment of English language proficiency on the LAS Links; and
  • AMAO 3: Adequate Yearly Progress (AYP) defined as meeting academic standards in English language arts and mathematics.

2012-2013

The state benchmark for yearly progress in acquiring English language proficiency was 80%.

  • Bristol achieved this objective as 86.5% of our ELL students made progress in learning English.

The state benchmark for attaining English language proficiency was 30%.

  • Bristol’s English language learners achieved this objective as 64.6% of our ELL students attained a TOTAL score of level 4 or higher.

Bristol’s ELL subgroup did NOT achieve Annual Yearly Progress (AYP).

  • The ELL subgroup did not achieve Adequate Yearly Progress (AYP) because the CMT & CAPT Math participation targets were not met. The AYP targets for the 2012-2013 school year for CMT – Math proficiency was 91%, and for CAPT – Math proficiency was 90%. Because Bristol’s ELL subgroup did NOT achieve AYP, it means that less than 91% were proficient on CMT – Math, and less than 90% were proficient on CAPT – Math.

Districts that did not meet all three targets are required to notify the parents of ELLs. Letters were distributed to parents in Spanish and English on February 21, 2014.

2011-2012

The State benchmark for yearly progress was 78%.

  • Bristol achieved this objective, as 88.9% of our ELL students made progress in learning English.

The State benchmark for attainment of language proficiency as measured on the LAS Links was 28%.

  • Bristol's English language learners achieved this objective as 64.6% of our ELL students attained a TOTAL score of level 4 or higher.

Bristol's ELL subgroup DID ACHIEVE Annual Yearly Progress (AYP) on the CMT for Math and Reading.

  • The ELL subgroup includes all current ELL students as well as those monitored former ELL students who reached mastery (level 4 on the LAS Links & proficiency on the CMT Reading, Math & Writing) in the preceding two years. The AYP targets for the 2011-2012 CMT are Reading 89% and Math 91%.
  • Because Bristol's ELL subgroup achieved AYP, it means that at least 89% or higher of this group of students achieved proficiency in Reading, and 91% or higher achieved proficiency in Math.


2010-2011

The State benchmark for yearly progress was 76%; this means that at least 76% of our English Language Learners must demonstrate progress in acquiring English language proficiency.

  • Bristol achieved this objective, as 80.8% of our ELL students made progress in learning English.

The State benchmark for attainment of language proficiency as measured on the LAS Links was 26%; this means that at least 26% of our ELL students must achieve a TOTAL score of level 4 or higher to be considered language proficient.

  • Bristol's English language learners achieved this objective as 68.5% of our ELL students attained a TOTAL score of level 4 or higher.

Bristol's ELL subgroup did not achieve the Annual Yearly Progress (AYP) on the CMT for Math and Reading.

  • The ELL subgroup includes all current ELL students as well as those monitored former ELL students who reached mastery (level 4 on the LAS Links & proficiency on the CMT Reading, Math & Writing) in the preceding two years. The AYP targets for the 2010-2011 CMT are Reading 89% and Math 91%.
  • This is Year Six that parents will be sent the required notification letter in December 2011. In addition, the ELL staff and district staff will review our curriculum and instructional strategies used.

2009-2010

The State benchmark for yearly progress was 74%.

  • Bristol achieved this objective, as 82.9% of our ELL students made progress in learning English.

The State benchmark for attainment of language proficiency as measured on the LAS Links was 24%.

  • Bristol's English language learners achieved this objective as 70.3% of our ELL students attained a TOTAL score of level 4 or higher.

Bristol's ELL subgroup did not achieve the Annual Yearly Progress (AYP) on the CMT for Math and Reading.

  • The ELL subgroup includes all current ELL students as well as those monitored former ELL students who reached mastery (level 4 on the LAS Links & proficiency on the CMT Reading, Math & Writing) in the preceding two years. The AYP targets for the 2009-2010 CMT are Reading 79% and Math 82%.
  • This is Year Five that parents will be sent the required notification letter in December 2010. In addition, the ELL staff and district staff will review our curriculum and instructional strategies used.

2008-2009

In January 2009, the Connecticut State Department of Education (CSDE) submitted its updated Title III accountability plan to the U.S. Department of Education and the CSDE received official notification of its approval in April 2009. The proposed plan updated the Annual Measurable Achievement Objective (AMAO) targets and included specific changes in their calculations to align with the U.S. Department of Education’s Title III Notice of Final Interpretation (10-17-08) as explained below.

State Definition of AMAO 1, determining progress:

Progress is defined as the improvement of students’ overall scale score on the Language Assessment Scales -LAS Links Test in the current year compared with their overall scale scores from the preceding year. The overall scale score is the average of the listening, speaking, reading and writing scores. The target percentage for 2008-2009 is 72%.

  • Bristol achieved this objective as 88.1% of our ELL students demonstrated progress in learning English as measured by their performance on the LAS Links.

State Definition of AMAO 2, determining English language proficiency: Proficiency is determined by comparing the overall scale score with the grade-specific overall proficiency standard provided by CTB, publisher of the LAS Links test. Students who attain an overall score at or above this grade-specific proficiency standard will be considered to have attained proficiency. The target for 2008-2009 is 22%.

  • Bristol achieved this objective as 71.8% of our ELL students attained language proficiency (level 4) on the LAS Links.

To comply with the Title III Notice of Final Interpretation, all tested students must be included in the calculation of AMAO 1 and AMAO 2 rates. Previously the CSDE followed the Title I practice of excluding students who had not been in the district for the entire school year (as of October 1st). However the CSDE employed a weighting system based upon the English language support service time in the calculation of AMAO 1 and AMAO 2.

State Calculation of AMAO 3, determining AYP: AMAO 3 requires that the ELL subgroup meets the Title I AYP targets for Math and Reading on the Connecticut Mastery Test (CMT) and Connecticut Academic Performance Test (CAPT). AYP for the ELL subgroup includes all current ELL students as well as those monitored former ELL students who reached mastery in the preceding two years. Following Title I practices, students must be enrolled in the district for a full academic year (as of October 1st) to be included in the AYP calculation. In addition, the ELL subgroup for a district must include 40 or more students to be analyzed for AYP. The AYP targets for 2008-2009 CMT are Reading 79% and Math 82%; for CAPT- Reading 81% and Math 80%.

  • Bristol's English Language Learner Subgroup did not achieve AYP.

This is Year Four that parents were sent the required notification letter in December 2009. In addition, the ELL staff will review and modify the ELL Curriculum and instructional strategies used.

2007-2008

State Benchmarks for yearly progress was 80%.

  • Bristol achieved this objective as 99.4% of our ELL students demonstrated progress in learning English.

State Benchmarks for attainment of language proficiency on the LAS Links was 20%:

  • Bristol achieved this objective as 44.9% of our ELL students attained language proficiency (level 4) on the LAS Links.

Bristol's English Language Learner Subgroup did not achieve AYP.

2006-2007

State Benchmarks for yearly progress was 72%: This means that at least 72% of our ELL students must demonstrate progress in acquiring English language proficiency.

  • Bristol achieved this objective as 99.3% of our ELL students demonstrated progress in learning English.

State Benchmarks for attainment of language proficiency on the LAS Links was 18%:

  • Bristol achieved this objective as 35.7% of our ELL students attained language proficiency (level 4) on the LAS Links.

Bristol's English Language Learner Subgroup did not achieve AYP.

2005-2006

State Benchmarks for yearly progress was 64%: This means that at least 64% of our ELL students must demonstrate progress in learning English.

  • Bristol achieved this objective as 69.9% of our ELL students demonstrated progress in learning English.

State Benchmarks for attainment of language proficiency on the LAS Links was 16%:

  • Bristol achieved this objective as 38.1% of our ELL students attained language proficiency (level 4) on the LAS Links.

Bristol's English Language Learner Subgroup did not achieve AYP.

2004-2005

State Benchmarks for yearly progress was 56%. This means that at least 56% of our ELL students must demonstrate progress in learning English

  • Bristol achieved this objective as 70.1% of ELL students demonstrated progress in learning English.

State Benchmarks for attainment of language proficiency on the LAS was 14%.

  • Bristol achieved this objective as 19% of ELL students attained language proficiency
    (level 5) on the LAS.

Bristol's English Language Learner subgroup achieved AYP.
